Overview:

ComStar has no vast swath of systems, no central systems that are reasonably secure from assault. Because of this, ComStar's security depends on their ability to keep track of foreign interests throughout the Human Sphere. Their HPG compounds help in this intelligence gathering exercise, as do the White Mantle recharge stations, and ComStar's vast fleet of DropShips, JumpShips, and WarShips. But sometimes ComStar prefers to keep their presence in a system beneath the radar, and for this purpose they have designed a major class of pure surveillance vessel similar to the Star League's Bug-Eye.
The Titan-class scout is designed to hide, and comes out of the yards looking like a Seeker. It can be modified to appear like more than a dozen kinds of common DropShips in a matter of hours, making it almost impossible to detect them. Their tiny jump signature can almost never be detected, allowing them to blend in to standard shipping. They can also dock with a JumpShip and use it to travel, powering down their K-F drives to a low enough level that they do not interfere with other drives.
Like the Bug-Eye before it, the Titan carries the best electronic systems in known space, reportedly capable of hacking into other ships' computers with ease. Nobody outside ComStar's ROM knows how many Titans may exist, but they keep the Titan yards busy producing them as quickly as possible. This generates the promise that there will be Titans flying throughout the Human Sphere for decades, perhaps even centuries, to come.
